According to an arrest report, Brisebois, from Florida, hit the little girl several times, despite her pleas. The child allegedly told officers her mum's boyfriend had struck her before.
Brisebois is also accused of waking the little girl in the middle of the night forcing her to do push-ups until her legs became sore.
He would also hit her with a rubber hose, leaving marks on her back, she said.
She told police "Mr. Todd" punished her every night he stayed with her mother.
She also alleged he would punish his three other children, who would occasionally stay with them, according to the report.
The child's father told police his daughter told him about the vomit incident, and that she had been hit with a rubber hose, along with another time Brisebois allegedly made her sit on the top self of her wardrobe, the Orlando Sentinel reported.
The father said he tried several times to report the abuse to the Florida Department of Children and Families, but never got a response, according to the report.
A spokesman for the child-welfare agency confirmed they have an "ongoing involvement" with the family.
She was unable to release details, but said the family is known to investigators.
Brisebois allegedly avoided detectives during their investigation and refused to meet, the report states, but was finally arrested on a warrant.
Brisebois was released on Friday from the Orange County Jail on bail and ordered not to have contact with the girl.
Police said they put the girl in her father's care during their investigation.
