On May 24, 2013, Santos announced that they had received two offers for Neymar. The following day, Neymar announced he would sign with FC Barcelona on May 27, 2013 and join the team after playing in the 2013 Confederations Cup.
After his move, neither Neymar nor the clubs released details on the transfer fee or personal terms, except to say he signed a five-year deal. On 3 June 2013, Neymar was unveiled by Barcelona after passing medical tests and signing a contract that would keep him at the club through June 2018.
However, following the controversies that have surrounded his transfer to Camp Nou, Chelsea and Man City have been invited for questioning as both made their own offers to buy the Brazilian at a point.
In a report on 90min.com, the English clubs were earlier asked by Judge Joseph Audiencia Nacional de la Mata to present the financial packages they put forward for Neymar. Real Madrid and Bayern Munich were also told to divulge information relating to any interest they had between 2009 and 2013.
The report says that Real told the judge they made an offer of €45m, while Bayern never went as far as making a firm or formal bid.
However, the accusation levelled at Barcelona is that they were able to secure Neymar’s rights outside the realms of fair competition.
There is also an alleged difference between what they say they paid and what they actually paid which brings to question the problem of tax evasion and embezzlement.
